A good (and cheap) source of good knife steel is car/truck leaf springs, or lawnmower blades (used is fine). Then comes the work of grinding, shaping, and polishing. Find a deer hunter friend for antlers for nice handles.
You'll need at last a bench grinder, and a set of files ranging from coarse to fine.
